Administrative Overview

Menelik II Medical and Health Science College, originally established in 1949 G.C., has a rich history in healthcare education. Following its re-establishment under Proclamation No. 153/15, the Office of the Chief Administrative and Development Director was formally established in the 2024/2025 academic year as one of the four chief pillars of institutional leadership.

The Chief Administrative and Development Director provides oversight for six critical units: Finance, Human Resources, Plan & Budget, Procurement, Property Administration, and Student Services. Managing a dedicated team of approximately 95 administrative employees, the office ensures the seamless operational support required for the College's academic and research missions.

Primary functions and strategic operations

Administrative Strategic Leadership

Providing high-level counsel to the CED on administration, development, and strategic institutional growth.

Jurisdictional Oversight

Superiorly leading and controlling the six administrative departments accountable to the office.

Human Resource Fulfillment

Preparing proposals and ensuring the fulfillment of human resource needs for the development sector.

Student Service Supplies

Ensuring the continuous provision of necessary supplies and resources for student services and campus life.

Property & Safety Supervision

Implementing activities to properly utilize resources and maintain the physical safety of the college properties.

Staff Benefits Implementation

Ensuring directives concerning promotion and professional benefits for academic and administrative staff are executed.

Capital Investment Planning

Planning, implementing, and managing capital investments related to new institutional developments and expansions.

External Collaborations

Fostering relationships with public and private partners for mutual benefit and institutional advancement.

Strategic Plan Cascading

Deriving and cascading annual plans to respective directorates and monitoring quarterly implementation.

Administrative Forum Leadership

Leading administrative and development forums to facilitate institutional decision-making and transparency.

Functions and Responsibilities

Per Proclamation No. 153/2015, the Chief Administrative and Development Director holds the following duties:

  • CED Consultation: Advise on finance, student services, procurement, and HR development.
  • Departmental Control: Lead and monitor the performance of all accountable administrative departments.
  • HR Management: Propose and fulfill human resource needs according to relevant laws.
  • Supportive Service Oversight: Lead activities contributing to the success of academic responsibilities.
  • Resource Management: Carry out activities to maintain college safety and property integrity.
  • Delegated Authority: Execute tasks assigned by the Board, Senate, and Chief Executive Director.

Major Operational Activities

  • Deriving annual plans from the college strategic plan and cascading them to respective directorates.
  • Quarterly implementation support to ensure smooth teaching, learning, and research.
  • Establishing collaborative relationships with public and private partners for mutual benefit.
  • Monitoring the performance of support services to ensure institutional mission alignment.
